
Raurākau
Raurākau provides ongoing technical support to iwi, hapū, and collectives across consents, policy, planning, and engagement. It is designed to strengthen participation in environmental decision-making by ensuring consistent capacity and capability across all workstreams. Each partner is supported by a dedicated team across a set number of hours each month, working alongside existing teams or providing full support where no internal resource exists.
The service enables iwi, hapū, and collectives to engage consistently, respond to increasing technical demands, and maintain a strong presence across environmental processes. Raurākau supports both immediate work programmes and longer-term positioning, ensuring that capability is built over time and that engagement is informed, timely, and effective.

Te Pihinga
Provides 25 hours of support per month for smaller iwi and hapū with localised work programmes and lower consent volumes. It includes core services such as expert environmental advice, consenting and planning support, policy and regulatory input, cultural impact and values assessment scoping, consent condition oversight, and fast-track participation scoping, ensuring a consistent foundation across essential workstreams.

Te Māhuri
Provides 40 hours of support per month for iwi and small collectives operating across multiple areas with moderate levels of engagement and increasing technical demand. It includes all Te Pihinga services, with additional support for funding applications, new project development, and engagement, education, and awareness initiatives, enabling more proactive and strategic involvement alongside core responsibilities.

Te Pūtake
Provides 60 hours of support per month for larger iwi and collectives managing complex, high-volume work programmes across multiple regions and councils. It includes all Te Māhuri services, with additional capability across Environment Court processes, advocacy and representation, and a dedicated relationship lead, ensuring strong technical leadership and a consistent presence across all levels of environmental decision-making.
